State licensure requirements

The University’s Master of Science in Counseling/Clinical Mental Health Counseling (MSC/CCMH) program meets the licensure requirements in the states listed below. Review the licensure requirements listed under your state.

Clearances:

Each applicant is to submit a complete report of criminal justice information under AS 12.62.005 – AS 12.62.200 for Alaska. The Alaska report can be obtained by contacting the Department of Public Safety, Alaska State Troopers.

Exams:

Take and pass the National Counselor Examination (NCE) or the National Clinical Mental Health Counseling Examination (NCMHCE), administered by the National Board for Certified Counselors, Inc. (NBCC).

In lieu of the NCE or NCMHCE, the board will accept passage of another nationally recognized examination for professional counselors that is equivalent to the NCE or NCMHCE. The applicant must obtain verification of passage of the examination accepted by the board, sent directly to the board by the administrator of the examination.

Additional Requirements:

Before practicing counseling in Alaska, either remotely or within the state, professionals must become Licensed Professional Counselors. View the application for licensure by examination Professional Counselor Licensure Application and include the following:

Official transcripts mailed directly from the university
A completed and notarized application and $200.00 nonrefundable application fee.
The initial licensing fee of $250.00 may be submitted at this time or upon successful passage of the examination.
Verification of successfully passing the national exam sent directly from the National Board for Certified Counselors (NBCC).
Verification of supervision

Clinical placement:

An applicant for Licensed Professional Counselor (LPC) must complete at least 3000 hours of experience supervised by a Board-approved supervisor in the practice of professional counseling. This experience must be completed after having received your degree. You must verify that you have had at least 1,000 hours of direct counseling with individuals, couples, families, or groups and at least 100 hours of face-to-face supervision. Your supervisor must be approved by the Board before supervision begins. This supervision must come from a licensed professional counselor, licensed clinical social worker, licensed marital and family therapist, licensed psychologist, licensed psychological associate, licensed physician, licensed psychiatrist, or licensed advanced nurse practitioner who is certified to provide psychiatric or mental health services. An applicant may receive supervision by telephonic or electronic means on Zoom, Microsoft Teams, Apple Face Time, or another audio and video platform that permits the supervisor and the applicant to engage in communication that is face-to-face. During the supervision, the supervisor and applicant must have their microphone and camera activated.

Apply for Licensure:

After completing 3,000 supervised hours, and successfully passing the NCE, NCMHCE, or another nationally recognized examination for professional counselors approved by the board, apply for licensure as an LPC.

This summary of state licensure requirements is provided as a reference tool for our counseling students and graduates. Every effort is made to ensure this information is accurate and up to date. However, as licensing requirements are subject to change at any time, you are strongly encouraged to regularly check with the state licensing authority (provided above) for licensure requirements.

Clearances:

Submit a full set of fingerprints and payment for a criminal history background check through the Arizona Department of Public Safety (“DPS”) unless they can provide verification that they hold a current, valid DPS fingerprint clearance card.
Evidence of legal residency and citizenship.
A copy of driver’s license or state-issued ID

Exams:

You must pass the National Counselor Examination (NCE) before you can be licensed in Arizona.

Candidates will receive their registration from the Arizona board after they have been authorized to test (Licensure Examination Registration). You must take the exam during the six-month approval window. The registration form, exam fee and copy of your eligibility letter should be sent to the Center for Credentialing and Education (CCE).

Additional Requirements:

You must include an official transcript for the education being submitted to meet requirements in a SEALED envelope from the educational institution. Transcripts submitted in open envelopes will not be accepted. If the institution provides certified electronic transcripts, please have them emailed to applications@azbbhe.us.

National Counselor Exam (NCE) scores in sealed envelope from the Center for Credentialing and Education (CCE)

Clinical placement:

An applicant for professional counselor licensure must complete at least 3200 hours of supervised work experience in the practice of professional counseling in no less than 24 months. Review the Board of Behavioral Health Examiners’ Clinical Supervision for information, and ensure supervised work experience includes:

At least 1600 hours of direct client contact, no more than 400 hours of which are in psychoeducation.

Indirect client hours no longer need to be tracked; however, 1600 direct client hours are still required in addition to at least 100 hours of clinical supervision by an Arizona licensed professional counselor, psychologist, psychiatrist, clinical social worker, or marriage and family therapist in no less than 24 months. The supervisor must also attest that the supervisee was observed during supervised hours to have demonstrated satisfactory competency in clinical documentation, consultation, collaboration, and coordination of care related to clients to whom the supervisee provided direct care. All verification forms will be updated and posted to the website.

Associate level licensees may acquire hours telephonically when clinically appropriate and alternative means for meeting in-person via video is not feasible.

"Face to face" hours of clinical supervision includes virtual teleconference.

Clearances:

Official results of the Federal & State Background Check must be on file with the board office. The board office will mail a Fingerprint Packet that provides instructions for completing the Federal & State Background Checks.
Include a color, passport size photo, taken within last 12 months.

Exams:

All applicants for licensure must complete one of the following examinations.

The National Counselor Examination (NCE) or,
National Clinical Mental Health Counselor Examination (NCMHCE).
All applicants must provide verification of a successful passing score on the Arkansas Board of Examiners in Counseling Jurisprudence Exam. The licensure application, unofficial transcripts, core curriculum and fees must be received by the Board office for the applicant to receive approval to take the national exam.

Persons who are enrolled in the final semester of graduate study in counseling and have completed or are currently enrolled in the core curriculum courses may be admitted to the written examination by submitting to the Board, with their application, a letter stating their projected graduation date from one of the following college or university officials:

Wait for the board of examiners to send the approval letter for the written exams.
Contact the NBCC to schedule written exams.
Pay Exam fees to NBCC.
NBCC sends the results to the board within 3-6 weeks.

Additional Requirements:

Submit LAC application to the board office.
Include required fee payable to AR Board of Examiners in Counseling.
Complete the core curriculum summary for LAC (one 3 hour Master’s course per category, only grades B- or above are allowed).
If you are in your last semester of Grad studies, you can submit an unofficial transcript and a letter from the Dean, Program Director, or Registrar describing the courses you are enrolled in to complete your master’s degree. The official transcript reflecting your conferred master’s degree will be required prior to scheduling final file review.

Two recommendations must come from faculty or adjuncts who trained you.
Two other recommendations (family and close friends excluded).
One must come from a supervisor of the applicant’s clinical work and one from another mental health professional. It is suggested that each of these be sent to you in a sealed envelope.
When you have collected all four references, they should be included in the packet mailed to the board office with all the other items for completing Step II. Please do not instruct your references to send these to the board separately.
Order the official university transcript of Master’s level coursework to be sent to the board office.
Submit a Signed Supervision Agreement

Clinical Placement:

Upon completion of 3000 post-graduate supervised hours as a LAC, you will be eligible to apply for full licensure as a Licensed Professional Counselor (LPC) The ratio for the LAC will be one (1) hour of supervision for every ten (10) hours of client contact for the first five hundred (500) direct Client Contact Hour (CCH) (Level 1) and then one (1) hour of supervision for every twenty (20) CCH for the remaining twenty-five hundred (2500) hours (Level 2). A direct client contact hour is defined as face-to-face contact with a client(s) in a therapeutic interaction with individuals or groups.

The LAC is required to have a minimum of 3000 hours of client contact, 2200 hours defined as direct client contact. No more than 800 hours of indirect client contact may be counted in Level 2. Indirect Client Contact means consultation, case management, paperwork, staffing, billing and test administration when the clinician is not working face-to-face with the individuals or groups, but the services are related to the direct care of the individual or groups.

The total hours of supervised practice are 175 clock hours of supervision. (g) During the first 500 direct client hours (Level 1), no indirect hours can be counted. (h) Dyadic supervision (1 supervisor and 2 supervisees) is recorded as individual supervision. (i) Group supervision may not exceed half of the 175 hours of supervision. A supervision group consists of 3 to 6 supervisees with the contracted supervisor. Group supervision may be counted in both levels. (j) Technology assisted supervision cannot exceed 50% of supervision hours. Technology assisted supervision may be counted in both levels.

Group therapy sessions are reported in clock hours of the sessions, not the clock time multiplied by the number of clients in the group. (m) Post-master's course work necessary for application for an Arkansas license may not be applied to the required supervised work experience in accordance with the rules. (n) A licensee may reduce CCH/Supervision hours by completing any of the following: 1. One hundred (100) CCH may be gained for each three (3) graduate semester hours earned beyond themaster’s degree, provided that the hours are clearly related to the field of counseling or marriage and family therapy and are acceptable to the Board. Up to two thousand (2000) CCH may be gained for each sixty (60) graduate semester hours. 2. The LAC may petition the Board in writing to take the National Clinical Mental Health Counselor Exam (NCMHCE), with recommendation of the contracted supervisor, upon the completion of Level 1. When approved, the applicant may apply to the National Board for Certified Counselors (NBCC) and take the NCMHCE. A passing score on the NCMHCE will reduce the number of CCH required by 500. The applicant will send test application and test fee directly to NBCC.

LMFT

Below are the steps necessary to apply for licensure as a Marriage and Family Therapist (MFT) after graduating with a Master of Science/Marriage, Family and Child Therapy (MSC/MFCT) degree at University of Phoenix. Fingerprint clearance must be obtained via Applicant Live Scan or Ten-Print “Hard Card Applicant Fingerprint Card. DO NOT COMPLETE FINGERPRINTS MORE THAN 60 DAYS PRIOR TO SUBMITTING YOUR APPLICATION. Fingerprint results without an application on file will only be held for 6 months.
Complete the Background Clearance. Note that the application for the exam includes a Background Statement with attachments.
Social Security Number is required on application

Exams:

To become a Licensed Marriage and Family Therapist (LMFT) or an Associate Marriage and Family Therapist (AMFT) you will need to take and pass the California Law and Ethics Exam and then take and pass the Licensed Marriage and Family Therapy Clinical Exam.

After you have earned 3,000 hours and your hours are approved, apply for the LMFT California Clinical Exam.

Additional Requirements:

Provide Official Transcript verifying your master’s degree with degree title and date of conferral posted. Transcripts must be sent electronically from the educational institution or in an envelope sealed by the educational institution.
Register as an Associate and begin accruing hours toward the State-required post-graduate total. Before you complete the associate registration form, be sure to have the following so you are prepared to submit all items in the same package:

Applicants should review information about the 90 Day Rule which allows applicants who graduated after January 1, 2020 to count supervised experience between the degree award date and issue date of the Associate registration number under the rule if the workplace required the applicant to complete Live Scan fingerprinting.

Clinical placement:

After registering as an associate (AMFT), pre- and post-graduate clinical experience must be completed under supervision as follows:

Minimum of 3,000 hours completed during a period of at least 104 weeks with a minimum of 1,750 hours of direct counseling experience of which at least 500 hours must be gained diagnosing and treating couples, families, and children, and 1,250 hours of non-clinical experience which may consist of direct supervisor contact, administering and evaluating psychological tests, writing clinical reports, writing progress or process notes, client centered advocacy, and workshops, seminars, training sessions, or conferences directly related to marriage, family, and child counseling.
The 104 supervision weeks must contain 1 hour of individual or triadic supervision or 2 hours of group supervision during any week and 52 weeks in which the applicant received at least one hour of individual or triadic supervision.
Maximum of 1,300 hours gained pre-degree and maximum of 750 hours of counseling and direct supervisor contact
Maximum 40 hours of experience earned in any week between all settings
Maximum of 6 hours of individual, triadic or group supervision in any week
There is no limit on the number of telehealth hours.

Apply for Licensure:

You may apply for licensure after all the above requirements have been met. These requirements include but are not limited to obtaining 3,000 hours of experience, and after required examinations have been passed. After you have passed the California Law & Ethics Examination and have met the other requirements to be a registered associate, begin to accrue supervised hours. BBS will notify you as to how to take the National Clinical Mental Health Counselor Examination (NCMHCE).

Below are the steps necessary to apply for licensure as a Licensed Professional Counselor graduating with a Master of Science in Counseling/Clinical Mental Health (MSC/CCMH) at University of Phoenix. Colorado has two levels of licensure: Licensed Professional Counselor Candidate (LPCC) and Licensed Professional Counselor (LPC). Clearances:

Answer the Screening Questions: You will be asked a series of screening questions related to your criminal history or complaints filed against you in other jurisdictions (if applicable). This may require you to upload court documents or other material. Please review DPO’s information regarding the disclosure of criminal history contained within these instructions.

Complete the Affidavit of Eligibility: You will be asked during the online application to attest to and provide information that you are lawfully present in the United States or otherwise eligible to work here. You may be required to upload documentation of your lawful presence.
Provide your Social Security Number or an Affidavit: As of January 1, 2009, a Social Security Number is required for all licensees. Exceptions are made for foreign nationals not physically present in the United States and for non-immigrants in the United States on student visas who do not have a Social Security Number. These applicants must submit a signed Social Security Number Affidavit in lieu of a Social Security Number. The Social Security Number Affidavit is available on the Division of Professions and Occupations (DPO) website.

Exams:

Colorado requires you to take and pass

The Colorado Mental Health Jurisprudence Examination. The scores are valid for one year.
You must take and pass the National Counselor Examination (NCE). A student in their last semester or quarter of either a CACREP approved or non-CACREP approved graduate degree program may apply directly to the NBCC to sit for the professional counselor examination.. Once you have passed the examination, arrange for NBCC to send your scores directly to the Office of Licensing (address below).

Additional Requirements

Obtain an education review from the Center for Credential and Education (CCE) to determine if your education is equivalent to a CACREP-approved program: Colorado DORA/DPO has contracted with the Center for Credentialing &, Education (CCE) to do all education equivalency review/evaluations for the LPCC. Pay the Required Fee: You must pay the application processing fee with a credit card or electronic check to complete the application process. All fees are non-refundable and are subject to change.

Clinical placement:

Post-graduate clinical experience must be completed as follows:

At least two years (24 months) of post-master's practice in licensed professional counseling under CLINICAL supervision; and (II) AT LEAST 2000 HOURS OF PRACTICE IN COUNSELING, INCLUDING AT LEAST 1,500 HOURS OF FACE-TO-FACE DIRECT CLIENT CONTACT UNDER CLINICAL SUPERVISION THAT IS IN-PERSON OR IS TELESUPERVISION; AND
The post-master's practice in psychotherapy under supervision cannot be completed in fewer than twenty-four months and may involve supervision by more than one supervisor.
The two years of post-master's practice in psychotherapy under supervision must include at least 2,000 hours of psychotherapy obtained in such a manner that they are reasonably uniformly distributed over a minimum of twenty-four months.
The teaching of the practice of psychotherapy may count up to 300 hours of postmaster's practice in psychotherapy under supervision and up to thirty hours of supervision, provided this teaching experience was supervised.

Licensure may be denied to any individual who has committed or been found guilty of committing a felony or act which does not conform to the accepted standards of the profession. The Department will determine the eligibility of any applicant for licensure.

Exams:

You will need to successfully complete the National Counselor Examination (NCE) or the National Clinical Mental Health Counseling Examination (NCMHCE) administered by the National Board for Certified Counselors (NBCC). Register online via NBCC’s website.

Additional Requirements

A completed application and fee. Applications are only accepted online.
An official transcript and Course of Study Form sent directly from each educational institution attended and listed on your application, indicating all graduate level coursework completed and graduate degree(s) conferred;
Verification Form, sent directly from the appropriate authority(s), of three thousand (3000) hours of postgraduate supervised experience and one hundred hours of postgraduate-degree supervision
A score report for the NCE or NCMHCE sent directly from the NBCC.

Clinical Placement:

3000 hours of postgraduate experience under professional supervision, including a minimum of 100 hours of direct professional supervision, in the practice of professional counseling, performed over a period of not less than one year by either (A) a licensed physician certified in psychiatry by the American Board of Psychiatry and Neurology, (B) a licensed psychologist, (C) a licensed advanced practice registered nurse certified as a clinical specialist in adult psychiatric and mental health nursing with the American Nurses Credentialing Center, (D) a licensed marital and family therapist, (E) a licensed clinical social worker, or (F) a licensed professional counselor.

Below are the steps necessary to apply for licensure as a Licensed Professional Counselor after graduating with Master of Science in Counseling/Clinical Mental Health (MSC/CCMH at University of Phoenix. Delaware has two levels of licensing: Licensed Professional Counselor of Mental Health (LPCMH) and a Licensed Associate Counselor of Mental Health (LACMH). Clearances:

State of Delaware and Federal Bureau of Investigation criminal background checks (CBC). Follow the instructions on the Criminal Background Check Form to arrange to be fingerprinted. Submit the forms and payment to the State Bureau of Identification (SBI). Do not send these forms to the Board office.

Exams:

You will need to take the National Counselor Examination (NCE), National Clinical Mental Health Counseling Examination (NCMHCE), or other examination acceptable to the Board as follows:

If you have passed the NCE or NCMHCE, follow the instructions for requesting a score report on the National Board for-Certified Counselors (NBCC) website.

If you have passed another exam equivalent to the NCE or NCMHCE, arrange for the organization to send your score report directly to the Board office.

Create your DELPROS user online account. You have six months to submit your application and fee once you begin.
A Planned Direct Supervision Form completed and signed by your approved clinical supervisor(s) under whose supervision you will complete the required hours.

Clinical Placement:

To qualify for a LPCMH license you must complete a total of 3200 hours of mental health counseling over a period of at least two but not more than four consecutive years. Of the required 3,200 hours of total experience, 1,600 hours must have been completed under the professional direct supervision of one or more approved clinical supervisors. At least 100 of the 1,600 hours must be in the actual provision of face-to-face direct mental health counseling services with your supervisor. sessions and must include the actual provision of direct mental health counseling.

The full 100 hours may be fulfilled by individual supervision. Group supervision must be face to face meetings between the supervisor and no more than six supervisees. No more than 40 hours of group supervision is acceptable towards fulfillment of the 100-hour direct supervision requirement.

Exams:

All applicants are required to take and pass either the National Counselor Examination (NCE) OR the National Clinical Mental Health Counseling Examination (NCMHCE) offered by the National Board for Certified Counselors (NBCC). One hour of face-to-face supervision per 20 hours of experience if you earn your supervised work experience in a professional paid setting. 400 hours of your supervised experience must be in direct client contact. Clinical Placement:

After receiving your LPC license, to become fully licensed as an LCPC you will need to work under qualified supervision for two years, or the equivalent. A year of experience includes a maximum of 1680 hours, including 960 hours of face-to-face direct counseling with clients completed in no less than 48 weeks.
If you complete your supervised experience in Illinois, your supervisor must be a licensed clinical counselor, psychiatrist, clinical psychologist, or licensed clinical social worker. If you complete your practice elsewhere, the supervisor must have a master’s or doctoral degree, practice professional counseling, clinical social work, clinical psychology, or psychiatry, and hold any license that was required by that state.
Professional experience may be gained through volunteering when the volunteer holds a licensed professional counselor license.

An applicant who has been approved by the Board to take the examination must take the examination within one (1) calendar year from the date of the initial Board approval. If the applicant has not taken the examination within one (1) calendar year from the date of initial Board approval, the approval will be invalid, and the applicant must submit a new application and all required documentation must be resubmitted. Clinical Placement:

To earn a permanent license, you will need to work under clinical supervision, in person or by electronic means by a board approved supervisor for two years. You will need to complete 3,000 hours of mental health counseling with at least 1,500 hours of direct client contact and at least 200 hours of clinical supervision.
Your temporary license lasts three years but may be renewed at the board’s discretion.

Full licensure as a mental health counselor requires 3,000 hours of supervised practice. This will take place over a period of at least two years. You will have a clinical supervisor who consults with you and documents your hours.

Clinical Placement:

For the LCPC:

Three years with a minimum of 3,000 hours of supervised clinical experience in professional counseling under an approved supervisor. Two years shall be post-graduate clinical supervision hours. One year may be acquired before the awarding of the master's degree.

For the LGPC:

The LGPC may practice graduate professional counseling for 2 years under the supervision of an approved supervisor. Three months before the expiration of the license, an application for extension of the graduate license may be sent to the Board.

The Maryland Board of Professional Counselors and Therapists requires all documentation must be original, on the forms currently in use by the Board and submitted as a complete application packet. The Board will accept graduate license applications if the applicant is enrolled in the final semester of a graduate degree program. The applicant must provide an unofficial transcript with the application that indicates that the applicant is currently enrolled and registered for the courses needed to complete the graduate degree. This also applies to graduate license applicants who are registered for the final course(s) required for licensure but who may have already earned the requisite graduate degree. The Board will review the application and required documentation and, if the applicant is eligible, the Board will notify the applicant that he/she is approved to take the required examination(s). Upon the completion of the graduate degree program or the required course(s), the applicant must submit an official transcript to the Board. The Board will not notify the applicant that the official transcript has not been received. It is incumbent on the applicant to send the official transcript(s) to the Board in a timely manner. Applicants who do not submit an official transcript will not be issued a license. Applications submitted to the Board before completion of the graduate program or required course(s) will be closed if the official transcript is not received within 6 months from the date the application was received by the Board. Minnesota will accept three different licensing exams for Licensed Professional Counselor (LPC). Two exams are offered by the National Board for Certified Counselors. They are the National Counselor Exam (NCE) and the National Clinical Mental Health Counseling Examination (NCMHCE). The NCMHCE is required for LPCC level licensure. Also acceptable for LPC licensure is the Certified Rehabilitation Counselor Examination (CRCE).

Clinical Placement:

As a Licensed Professional Counselor, you must be supervised for 2,000 hours of practice. To eventually move up to LPCC status, you will need to do 4,000 hours of supervised practice. Your 4,000 hours must include at least 1,800 hours of direct client contact.

When you turn in your LPC application, you will include a supervision plan. You may begin before your application is approved provided you are working under the supervisor noted in your application and that person is an approved supervisor.

If your supervisor is not already board-approved, s/he will need to fill out an application. 45 hours of training in supervision is required. You may request a list of approved supervisors from the board. The board specifies that to meet your supervision requirements as an LPC, you must have two hours of supervision for every 40 hours of experience. This equals 100 hours over the course of the required 2,000 hours. Supervision must be at least 75% in person, which includes supervision conducted through real-time, two-way interactive audio and visual communication. Up to 25% can be completed by telephone or audio.

To qualify for LPCC status, you must also have two hours of supervision for every forty hours of professional practice.

Clinical Placement:

For full licensure an applicant must document the following supervised experience requirements prior to applying for licensure.

Three thousand (3,000) supervised hours in not less than eighteen (18) months of counseling in a clinical setting post master’s degree comprised of the following:
- A maximum of forty (40) supervised hours may be obtained per workweek.
- A maximum of twenty-five (25) hours of direct service may be obtained per work week.
- A minimum of one thousand two hundred (1,200) supervised hours must be in Direct Services with clients and/or psychotherapy service to clients. Direct Services are only face-to-face counseling including individual counseling, couples/family counseling, group counseling, and testing and assessment.
- One hundred (100) hours of individual face-to-face supervision are required. The Board will accept supervision hours meeting the following maximum ratios: one (1) supervision hour to forty (40) hours of services provided OR one (1) hour of supervision to twenty-five (25) hours of Direct Services. In a typical 40-hour workweek, a maximum of twenty-five (25) hours of Direct Services will be accepted. For persons working part-time, supervision should occur no less frequently than every other week.
- Group supervision will be acceptable for not more than fifty (50) hours of the required one hundred (100) hours of individual supervision. Two (2) hours of group supervision is equivalent to one (1) hour of individual supervision. Total hours of group supervision should be reported in full and will then be divided by two (2) by the Board at review.
The supervisor must be a Board approved qualified supervisor (LPC-S).

The P-LPC application is active for one year. If the application process is not completed within 365 days, the application will become void.

Clinical placement:

To qualify for licensure as a Clinical Professional Counselor, an applicant must have completed at least 3,000 hours of experience in an approved internship supervised by an approved primary and/ secondary supervisor. The requirements, found in NAC 641A.146, include:

At least 2 years of postgraduate experience in professional counseling.
At least 3,000 hours of supervised experience in professional counseling which includes, without limitation: 1.) At least 1,500 hours of direct contact with clients; and 2.) Report clinical hours and supervision hours to the board every six months. You are expected to complete supervision requirements within five years. You may petition for a sixth year provided you can show good cause.

Clinical Placement:

A minimum of one thousand five hundred (1500) hours of post-master’s clinical experience and post master’s clinical supervision in the practice of professional counseling performed over a period of not fewer than two (2) years. Of the one thousand five hundred (1500) hours, there must be a minimum of one thousand three hundred eighty (1,380) hours of documented direct client contact and a minimum of one hundred twenty (120) hours of documented immediate supervision by a licensed professional counselor supervisor or other qualified licensed mental health practitioner approved by the Board.

At least one hundred (100) hours of the supervision hours must be individual, and the remaining twenty (20) hours may be individual/triadic or group. Distance supervision via HIPAA-compliant software for up to 30 hours (group or individual) is allowed. The board must have a supervision contract on file with the supervisor that signs off on your hours or they will not count.

Applicants may submit scores from the National Counselor Exam (NCE), the National Clinical Mental Health Counselor Exam (NCMHCE) or the Certified Rehabilitation Counselor Exam (CRC). Request official copy of exam scores be sent directly to the Board.

Initial applicants should file the “Licensure Packet” for review. Once approved, you will receive approval to take the exam and the registration form. Exam approval is valid for one year.

Clinical Placement:

Once you become a Provisionally Licensed Counselor (PLC), you will fulfill the supervision requirement by documenting:

3000 counseling activity hours including 1500 hours in direct provision of client(s) and 150 hours of individual supervision with your Approved Licensed Professional Counselor (ALPS) over a minimum of 19 continuous months.
For every 20 hours of total counseling activity, you must meet with your ALPS for one hour of individual supervision. Individual supervision must be continuous and occur at a minimum, every 2 weeks.

Below are the steps necessary to apply for licensure as a Licensed Professional Counselor after graduating with a Master of Science in Counseling/Clinical Mental Health (MSC/CCMH) at University of Phoenix. Wisconsin has two levels of licensing: Licensed Professional Counselor (LPC) and Professional Counselor Training License. Application for Predetermination - submit this application if you have been convicted of a felony, misdemeanor, or other violations of federal, state, or local law, including municipal ordinances, in this state or any other and seek a determination whether your conviction record would disqualify you from obtaining a license.

Exams:

Successful completion of the Wisconsin Statutes and Rules Examination – You will receive your password and applicant ID after you submit your application.

Passing scores on the National Counselor Exam (NCE), the National Clinical Mental Health Counselor Exam (NCMHCE) or the Certified Rehabilitation Counselor Exam (CRCE). Contact the National Board of Certified Counselors (NBCC) or Commission on Rehabilitation Counselor Certification (CRCC) directly to register for one of the exams.

Clinical Placement:

3000 hours of supervised professional counseling practice, including at least 1000 hours of face-to-face direct client contact.

One hour of face-to face- individual or group (no more than 6 supervisees) supervision to meet an average of one-hour per week duration during the supervised practice period.

An Online Licensure Application System (OLAS) is available for health profession applicants on the DSPS website. Fees must be paid through OLAS for the application to be submitted to the Department for review.

A Paper Application may also be submitted and mailed to the Board office.

Note: The Professional Counselor Trainee License is valid for 48 months and may be renewed at the discretion of the Board.

Verification and Evaluation of Supervised Experience - VESE

Clinical Placement:

Three thousand (3000) hours of supervised clinical experience in professional counseling under the direct supervision of a qualified clinical supervisor. All 3000 hours of supervised clinical experience required shall be completed after the award of the master’s degree. Of the 3000 hours, at least 1200 hours shall be direct client contact hours.

A minimum of 100 post master’s hours of direct, verifiable individual and/or triadic face-to-face clinical supervision with a designated qualified clinical supervisor is required. Group supervision is not acceptable towards completion of the face-to-face clinical supervision requirement.

Application files will be presented to the Application Review Committee for consideration when all required documentation has been received.
